解放軍“火箭軍”等三大機(jī)構(gòu)成立

12月31日，陸軍領(lǐng)導(dǎo)機(jī)構(gòu)、火箭軍、戰(zhàn)略支援部隊(duì)成立大會(huì)在八一大樓隆重舉行。這是軍改啟動(dòng)后首個(gè)向外公布的具體動(dòng)作。

中國(guó)軍隊(duì)改革繼續(xù)推進(jìn)，建立了解放軍火箭軍和戰(zhàn)略支援部隊(duì)。

“火箭軍”即中國(guó)人民解放軍火箭軍，可以用the PLA Rocket Force 表示，是中國(guó)人民解放軍新的軍種，以原第二炮兵(the Second Artillery Force)為主、其他軍種分屬的戰(zhàn)略核打擊力量合并組建，于2015年12月31日正式成立。

習(xí)近平表示，中國(guó)人民解放軍火箭軍是我國(guó)戰(zhàn)略威懾的核心力量(the core force of strategic deterrence)，是我國(guó)大國(guó)地位的戰(zhàn)略支撐(a strategic buttress to the country's position as a major power)，是維護(hù)國(guó)家安全的重要基石(an important building block in upholding national security)。

建立中國(guó)人民解放軍火箭軍(the PLA Rocket Force)、中國(guó)人民解放軍陸軍領(lǐng)導(dǎo)機(jī)構(gòu)(the PLA Army general command)、中國(guó)人民解放軍戰(zhàn)略支援部隊(duì)(the PLA Strategic Support Force)是此次軍隊(duì)改革(military reform)的重要舉措。

習(xí)近平強(qiáng)調(diào)，陸軍是黨最早建立和領(lǐng)導(dǎo)的武裝力量(the PLA Army is the oldest force led and founded by the CPC)，對(duì)維護(hù)國(guó)家主權(quán)、安全和發(fā)展利益具有不可替代的作用(play an irreplaceable role in defending national sovereignty, security and development interests)。陸軍要按照機(jī)動(dòng)作戰(zhàn)、立體攻防的戰(zhàn)略要求，加快實(shí)現(xiàn)區(qū)域防衛(wèi)型向全域作戰(zhàn)型轉(zhuǎn)變(expedite its transformation from regional defense to universal fighting)。成立陸軍領(lǐng)導(dǎo)機(jī)構(gòu)，是深化國(guó)防和軍隊(duì)改革的一個(gè)重大舉措，將有利于建設(shè)一支強(qiáng)大的現(xiàn)代化新型陸軍(a powerful modern land force)。

中國(guó)人民解放軍戰(zhàn)略支援部隊(duì)是中國(guó) 陸、海、空、火箭之后的第五大軍種。戰(zhàn)略支援部隊(duì)是維護(hù)國(guó)家安全的新型作戰(zhàn)力量(a new force in safeguarding national security)，是我軍新質(zhì)作戰(zhàn)能力的重要增長(zhǎng)點(diǎn)(an important growth point)，主要是將戰(zhàn)略性、基礎(chǔ)性、支撐性都很強(qiáng)的各類保障力量進(jìn)行功能整合后組建而成的。

習(xí)近平指出，成立陸軍領(lǐng)導(dǎo)機(jī)構(gòu)、火箭軍、戰(zhàn)略支援部隊(duì)，是黨中央和中央軍委著眼實(shí)現(xiàn)中國(guó)夢(mèng)強(qiáng)軍夢(mèng)作出的重大決策(a major decision by the Communist Party of China (CPC) Central Committee and the Central Military Commission (CMC) to realize the Chinese dream of a strong military)，是構(gòu)建中國(guó)特色現(xiàn)代軍事力量體系的戰(zhàn)略舉措(a strategic step to establish a modern military system with Chinese characteristics)，必將成為我軍現(xiàn)代化建設(shè)的一個(gè)重要里程碑(it will be a milestone in the modernization of the Chinese military)，載入人民軍隊(duì)史冊(cè)。
