稀土等產(chǎn)品“出口關(guān)稅”將取消

Export duties on rare earths will be eliminated on May 1, the Ministry of Finance said in a statement on Thursday, a move that analysts said would stimulate China's exports of the limited resource.

中國財(cái)政部周四發(fā)表聲明指出，自2015年5月1日起，我國將取消稀土的出口關(guān)稅。一位分析師指出此舉將會(huì)刺激中國稀缺資源的出口。

“出口關(guān)稅”可以用export duty或export tariff表示，是出口國海關(guān)根據(jù)關(guān)稅稅則所征收的關(guān)稅。稀土(rare earth)有“工業(yè)維生素”的美稱，現(xiàn)如今已成為極其重要的戰(zhàn)略資源(strategic resources)。此次調(diào)整將對(duì)鋁加工材等產(chǎn)品出口實(shí)施零稅率(zero tax rate)。

中國實(shí)施稀土出口限制(export restrictions)時(shí)，最初是為了打造中國的產(chǎn)業(yè)，防止戰(zhàn)略原材料以低價(jià)被大量消耗(the depletion of strategic raw materials at cheap prices)。2010年中國突然減少稀土出口配額(export quotas)，造成商品短缺，引發(fā)了一場國際貿(mào)易問題(international trade issue)。

英國《金融時(shí)報(bào)》稱，此舉是一項(xiàng)整體精簡計(jì)劃的一部分，旨在減少政府部門和國有企業(yè)的部門壁壘和繁文縟節(jié)(reduce the red tape)。
