More than 380 tourists in Beijing are demanding help from the city's tourism commission to get back their travel deposit handed to a travel agency.
380多名北京游客正尋求市旅游委的幫助,希望取回此前交給旅行社的“旅游保證金”。
“旅游保證金”可以用travel deposit 表示,deposit有存款的意思,也有保證金/押金的意思,如他為買一套立體聲系統(tǒng),留下了100美元的訂金。(He left a $100 deposit toward the purchase of a stereo system.)
收取出境游(outbound travel)保證金曾是旅游市場的普遍現象,是旅行社為了阻止個別游客在境外逾期逗留(overstay),分擔被使館停簽、被旅游部門處罰等風險。但此方式的監(jiān)管有許多灰色地帶(grey area),一些旅行社根據游客目的地及財務狀況(destinations and the financial conditions)的不同,收取不同的保證金。
分析人士指出,若旅行社將收取的保證金放進銀行或是投資股市(invest in the stock market)等,短期內也會有可觀的收益(gain a considerable profit)。針對此種情況,一些大旅行社會采用銀行參與、三方共管的形式,避免將保證金轉入個人或企業(yè)賬戶(personal or business account)。專家呼吁政府應重視此問題,出臺相應的法律法規(guī)加以規(guī)范。
