Message on the International Day for the Preservation of the Ozone Layer

Next week, the world will gather at United Nations Headquarters in New York for the Climate Action Summit, which aims to generate a massive step-up in global ambition in addressing the climate emergency. Another year of record heatwaves, superstorms and climate disruption tells us we have no choice but to act now before it is too late.

氣候行動(dòng)峰會(huì)將于下周在紐約舉行，各國(guó)代表將齊聚聯(lián)合國(guó)總部，大張旗鼓以更大的勇氣應(yīng)對(duì)全球氣候變化。創(chuàng)紀(jì)錄的熱浪、超級(jí)風(fēng)暴、氣候失調(diào)，面對(duì)這種年復(fù)一年的現(xiàn)象，我們必須抓住時(shí)機(jī)，緊急行動(dòng)起來(lái)。

As we prepare for this crucial meeting, we should remember that the Montreal Protocol is both an inspirational example of how humanity is capable of cooperating to address a global challenge and a key instrument for tackling today’s climate crisis. Under this international treaty, nations have worked for 32 years to slash the use of ozone-depleting chemicals, used largely by the cooling industry. As a result, the ozone layer that shields us from the sun’s harmful ultraviolet radiation is healing.

我們?cè)诨I備這次重要會(huì)議時(shí)必須牢記，《蒙特利爾議定書》不僅是人類合作克服全球挑戰(zhàn)取得的鼓舞人心的成果，而且是應(yīng)對(duì)今天氣候危機(jī)的重要工具。三十二年來(lái)，各國(guó)以這項(xiàng)國(guó)際條約為遵循，為減少制冷等行業(yè)使用的消耗臭氧層的化學(xué)物質(zhì)作出了不懈努力。正因?yàn)槿绱?，保護(hù)人類不受太陽(yáng)有害紫外線輻射的臭氧層正在修復(fù)。

The Montreal Protocol can deliver an equally significant result on climate change through its Kigali Amendment, which targets hydrofluorocarbons (HFCs), powerful climate-heating gases still used in cooling systems. Phasing these out could reduce global warming by up to 0.4°C this century. As industry redesigns appliances to replace HFCs, it is also essential to improve their energy efficiency to further reduce their impact on the climate.

《基加利修正案》旨在減少制冷系統(tǒng)仍在使用的強(qiáng)大氣候加熱氣體氫氟碳化物，《蒙特利爾議定書》可以通過(guò)《修正案》在氣候變化方面取得同樣的重大成果。如果我們逐步淘汰氫氟碳化物，本世紀(jì)內(nèi)可以把全球變暖降低至多0.4攝氏度。工業(yè)界正在重新設(shè)計(jì)替代氫氟碳化物的電器，因此提高這種電器的能效，進(jìn)一步減少氫氟碳化物對(duì)氣候的影響，同樣至關(guān)重要。

The Montreal Protocol has been such a success because of unanimous global support. I commend the 81 nations that have ratified the Kigali Amendment and encourage all others to follow suit.

《蒙特利爾議定書》得到了世界各國(guó)的一致支持，因此取得了巨大成功。我對(duì)批準(zhǔn)《基加利修正案》的81個(gè)國(guó)家表示贊揚(yáng)，同時(shí)鼓勵(lì)其他國(guó)家采取同樣的行動(dòng)。

As we rightly focus our energies on tackling climate change, we must be careful not to neglect the ozone layer and stay alert to the threat posed by the illegal use of ozone-depleting gases. The recent detection of emissions of one such gas, CFC-11, reminds us that we need continued monitoring and reporting systems, and improved regulations and enforcement.

我們正在采取正確行動(dòng)，集中應(yīng)對(duì)氣候變化，但是我們必須小心謹(jǐn)慎，繼續(xù)關(guān)注臭氧層，并對(duì)非法使用消耗臭氧層氣體帶來(lái)的威脅保持警惕。最近檢測(cè)到三氯氟甲烷氣體的排放，為此我們必須建立持續(xù)的監(jiān)測(cè)報(bào)告系統(tǒng)，必須加強(qiáng)監(jiān)管和執(zhí)法。

Implementation of the Kigali Amendment will be front and center for climate action. We need all countries to develop National Cooling Action Plans to deliver efficient and sustainable cooling and bring essential life preserving services like vaccines and safe food to all people. We are calling for concrete and enhanced actions from industry. The leadership of global leading companies is essential to realize the vision into reality.

落實(shí)《基加利修正案》是氣候行動(dòng)的前沿和中心。我們呼吁所有國(guó)家制定《國(guó)家制冷行動(dòng)計(jì)劃》，提供高效、可持續(xù)的制冷方法，并為所有人提供疫苗、安全食品等基本的生命保護(hù)服務(wù)。我們呼吁工業(yè)界采取更加有力的具體行動(dòng)。國(guó)際大公司發(fā)揮領(lǐng)導(dǎo)作用，是實(shí)現(xiàn)這一愿景的關(guān)鍵。

A healthy ozone layer and climate are essential to meeting all of the Sustainable Development Goals. The Montreal Protocol continues to protect people and planet alike. Let this International Day for the Preservation of the Ozone Layer be an inspiration towards greater ambition on cooling, at the Climate Action Summit and beyond.

健康的臭氧層和氣候是實(shí)現(xiàn)各項(xiàng)可持續(xù)發(fā)展目標(biāo)的必要條件。《蒙特利爾議定書》將繼續(xù)為人類和地球提供保護(hù)。我們紀(jì)念保護(hù)臭氧層國(guó)際日，就是要在氣候行動(dòng)峰會(huì)上對(duì)制冷提出更加大膽的行動(dòng)，并在峰會(huì)之后加以落實(shí)。
