It is a great pleasure to join you for the opening of a new session of the General Assembly.

我非常高興地與在座各位一道參加大會(huì)新一屆會(huì)議的開(kāi)幕式。

Mr. President, I wish to take this opportunity to congratulate you most sincerely, once again, on your assumption of the high office of the presidency of the General Assembly. As we work together in the future in addressing global challenges, I will count on your leadership with global vision in meeting the expectation of many people, billions of people around the world. That is to realise a life of dignity for all. You can also count on me.

主席先生，我希望借此機(jī)會(huì)再次誠(chéng)摯祝賀主席擔(dān)任大會(huì)主席這一要職。在今后我們共同努力應(yīng)對(duì)各種全球挑戰(zhàn)時(shí)，我將依靠他的領(lǐng)導(dǎo)才能和全球愿景，以實(shí)現(xiàn)世界各地幾十億人民的期望，即讓所有人過(guò)上有尊嚴(yán)的生活。你也可以依靠我。

Excellencies, the sense of expectation is clear. We are on the eve of very important work.We will focus on how to accelerate achievement of the Millennium Development Goals as the 2015 deadline approaches. Business, civil society and the philanthropic community will come together to showcase MDG successes.

We will intensify our efforts to define a post-2015 development agenda, including with a single set of goals for sustainable development that we hope will address the complex challenges of this new era and capture the imagination of the people of the world, as the MDGs did.

我們將加大力度制定2015年后發(fā)展議程，包括制定一套可持續(xù)發(fā)展目標(biāo)，我們希望這些目標(biāo)將像千年發(fā)展目標(biāo)那樣，處理這個(gè)新紀(jì)元的各種復(fù)雜挑戰(zhàn)，并反映出世界各國(guó)人民的想象力。

I therefore welcome President Ashe’s choice of theme for the general debate: “setting the stage” for the post-2015 agenda.He has also outlined a set of six thematic issues upon which he intends to convene his High-level Events and thematic debates during the 68th session, and I support his decision to do so.

During the 68th session, we will also advance preparations for the 2014 Conference on Small Island Developing States, and carry out a range of other important work, aimed at meeting the expectations of a global public looking to us to make the decisions and investments that will build a future of prosperity and opportunity.

在第六十八屆會(huì)議期間，我們還將推進(jìn)2014年小島嶼發(fā)展中國(guó)家問(wèn)題國(guó)際會(huì)議的籌備工作，并開(kāi)展一系列其它重要工作，旨在不辜負(fù)全球公眾的期望，因?yàn)樗麄兤诖覀冏龀鰧⒔ㄔO(shè)充滿繁榮與機(jī)遇的未來(lái)的決策與投資。

There will be important high-level meetings of the General Assembly on people with disabilities and migration.

我們還將召開(kāi)關(guān)于殘疾人和移徙問(wèn)題的大會(huì)重要高級(jí)別會(huì)議。

We will focus on a number of urgent peace and security challenges.

我們將側(cè)重于若干緊迫的和平與安全挑戰(zhàn)。

Excellencies, I am also intending to convene a high-level summit meeting on climate change, and I hope you will all fully support it and ask your leaders to participate. The exact date will be decided in close consultation with the President of the General Assembly and the General Committee.

元首們，我還打算召開(kāi)一次關(guān)于氣候變化問(wèn)題的高級(jí)別首腦會(huì)議，我希望所有會(huì)員將全力支持該會(huì)議，并請(qǐng)他們的領(lǐng)導(dǎo)人與會(huì)。確切日期將與大會(huì)主席和總務(wù)委員會(huì)密切協(xié)商后決定。

Ladies and Gentlemen, Syria is without doubt the biggest crisis facing the international community, and is likely to figure prominently in the speeches and meetings during the General Debate segment, and rightly so. The Assembly has a role and a voice in our efforts to resolve it and respond to the suffering and I will soon have an opportunity of reporting to, directly after this session is over.

女士們，先生們，毫無(wú)疑問(wèn)，敘利亞是國(guó)際社會(huì)面臨的最大的危機(jī)，它有可能成為一般性辯論期間所發(fā)表的演講和召開(kāi)的會(huì)議中的突出話題，這也合乎情理。大會(huì)要在我們解決該問(wèn)題、減輕痛苦的努力中發(fā)揮作用，發(fā)出聲音。本次會(huì)議結(jié)束后不久，我很快將有機(jī)會(huì)向各位成員直接報(bào)告。

Syria is without doubt the biggest crisis facing the international community, but at the same time we need to look at a broader picture – global development as well as regional conflict. As for regional conflict or peace issues, we will hold a meeting of the oversight mechanism for the peace agreement that the United Nations brokered earlier this year for the Democratic Republic of the Congo and the Great Lakes Region.

The Middle East Quartet — consisting of the United Nations, the European Union, Russia and the United States — will meet for the first time in more than a year to support the direct Israeli-Palestinian negotiations that have recently reconvened.

由聯(lián)合國(guó)、歐洲聯(lián)盟、俄羅斯以及美國(guó)組成的“中東問(wèn)題四方機(jī)制”將召開(kāi)一年多來(lái)的首次會(huì)議，以支持最近重啟的以巴直接談判。

We will discuss how to support the transitions in Yemen and Myanmar, and how to consolidate stability following recent elections in Mali.

Finally, we will also mark the 20th anniversary of the Vienna Conference on Human Rights, a landmark event that led to the establishment of the UN high commissioner for human rights.

Mr. President, Excellencies, Ladies and Gentlemen,

While the Assembly’s temporary home may not be as beautiful and evocative as the historic Hall that is now closed for renovation, what matters most is what we do here – the hard work we carry out that will translate what we say on this rostrum into tangible progress for the world’s people.

盡管大會(huì)這個(gè)臨時(shí)的家或許沒(méi)有原先那個(gè)現(xiàn)已關(guān)閉以便修繕的具有歷史意義的大會(huì)堂那么富麗堂皇、那么勾起人的回憶，但是，最重要的是我們?cè)谶@里開(kāi)展的工作——我們的辛勤工作——將把我們?cè)谶@個(gè)講臺(tái)上說(shuō)過(guò)的話化作造福世界各國(guó)人民的切實(shí)進(jìn)展。

In that spirit, I look forward to the capable leadership and stewardship of President John Ashe during the very important 68th session. Most of all, I look forward to “dogged determination” he has pledged to this work. That is precisely what we need at this crucial time

As I briefly mentioned about the Capital Master Plan, the process where this General Assembly hall has to be closed for renovation, I hope that each and every delegations, particularly the leaders who are coming, will not be disappointed by this temporary General Assembly Hall. This will be just for one week. I will make sure that by next year this time leaders will be able to take the floor in the newly renovated General Assembly Hall. I hope you will convey this message.

我在介紹基本建設(shè)總計(jì)劃進(jìn)程——在此期間，大會(huì)堂必須關(guān)閉，以便修繕——的時(shí)候簡(jiǎn)單提到過(guò)，我希望每一個(gè)代表團(tuán)，特別是將前來(lái)出席會(huì)議的各國(guó)領(lǐng)導(dǎo)人不會(huì)對(duì)臨時(shí)的大會(huì)堂感到失望。這個(gè)會(huì)場(chǎng)只使用一年時(shí)間。我將確保明年這個(gè)時(shí)候，各國(guó)領(lǐng)導(dǎo)人將能夠在整修一新的大會(huì)堂中發(fā)言。我希望各位代表轉(zhuǎn)達(dá)這一信息。

Excellencies, Let us all work together for the success we need across our agenda.
