溫家寶在2012聯(lián)合國(guó)可持續(xù)發(fā)展大會(huì)上的演講

尊敬的主席女士，女士們、先生們、朋友們：

Madame President, Ladies and Gentlemen, Dear Friends,

我代表中國(guó)政府，對(duì)聯(lián)合國(guó)可持續(xù)發(fā)展大會(huì)的召開(kāi)表示熱烈祝賀!對(duì)巴西政府為舉辦本次大會(huì)付出的努力表示衷心感謝!

On behalf of the Chinese government, I wish to express warm congratulations on the opening of the UN Conference on Sustainable Development and my sincere thanks to the Brazilian government for hosting this conference.

自工業(yè)革命以來(lái)，人類社會(huì)創(chuàng)造了超過(guò)以往所有時(shí)代的物質(zhì)財(cái)富，同時(shí)也面臨人口膨脹、發(fā)展失衡、資源枯竭、環(huán)境惡化等重大挑戰(zhàn)。20年前，在這里舉行的聯(lián)合國(guó)環(huán)境與發(fā)展大會(huì)，開(kāi)啟了人類可持續(xù)發(fā)展的新紀(jì)元。20年來(lái)，可持續(xù)發(fā)展理念深入人心，實(shí)現(xiàn)千年發(fā)展目標(biāo)取得重大進(jìn)展。對(duì)此，我們深受鼓舞!但是全球可持續(xù)發(fā)展進(jìn)程并不平衡，南北差距不斷擴(kuò)大，資源環(huán)境問(wèn)題并未緩解，金融危機(jī)、氣候變化、能源和糧食安全、地區(qū)沖突等因素給可持續(xù)發(fā)展帶來(lái)新的嚴(yán)峻挑戰(zhàn)。今天的世界，已經(jīng)沒(méi)有新的大陸和綠洲可被發(fā)現(xiàn)，保護(hù)資源環(huán)境、實(shí)現(xiàn)永續(xù)發(fā)展是我們唯一的選擇。展望未來(lái)，我們期待一個(gè)綠色繁榮的世界，這個(gè)世界沒(méi)有貧困和愚昧，沒(méi)有歧視和壓迫，沒(méi)有對(duì)自然的過(guò)度索取和人為破壞，而是達(dá)到經(jīng)濟(jì)發(fā)展、社會(huì)公平、環(huán)境友好的平衡和諧，讓現(xiàn)代文明成果惠及全人類、澤被子孫后代。我認(rèn)為，這應(yīng)當(dāng)是我們攜手推進(jìn)全球可持續(xù)發(fā)展的長(zhǎng)期愿景。

Since the Industrial Revolution, mankind has created more material wealth than in several thousand years before it. But we also face major challenges such as population explosion, imbalances in development, resources depletion and environmental degradation. The UN Conference on Environment and Development held here 20 years ago ushered in a new era of sustainable development for mankind. We are heartened to see that in the past 20 years, the concept of sustainable development has been widely accepted, and major progress has been made in meeting the Millennium Development Goals. On the other hand, the global process of sustainable development is not balanced. The gap between the North and the South is widening. Resources and environment related issues remain acute. Sustainable development faces new and grave challenges posed by the international financial crisis, climate change, energy and food security and local conflicts. In the world today, with no new continent or oasis to be discovered, preserving resources and the environment to achieve sustainable development is the only choice we have. Looking ahead, what we should have is a green and prosperous world. In this world, there is no poverty or ignorance, no discrimination or oppression, and no excessive exploitation and human destruction of the nature. In this world, there is a right balance among economic development, social equity and sound environment. In this world, the progress of modern civilization benefits all the people and their posterity. Such a world should be the ultimate goal we should pursue as we work together to advance the global process of sustainable development.

攜手推進(jìn)可持續(xù)發(fā)展，應(yīng)當(dāng)堅(jiān)持公平公正、開(kāi)放包容的發(fā)展理念。我們既要勇于承擔(dān)保護(hù)地球的共同責(zé)任，又要正視各國(guó)發(fā)展階段、發(fā)展水平不同的客觀現(xiàn)實(shí)，繼續(xù)發(fā)揚(yáng)伙伴精神，堅(jiān)持里約原則，特別是共同但有區(qū)別的責(zé)任原則，確保實(shí)現(xiàn)全球可持續(xù)發(fā)展，確保在這一過(guò)程中各國(guó)獲得公平的發(fā)展權(quán)利。發(fā)展中國(guó)家應(yīng)當(dāng)根據(jù)本國(guó)國(guó)情，制定并實(shí)施可持續(xù)發(fā)展戰(zhàn)略，繼續(xù)把消除貧困放在優(yōu)先位置。發(fā)達(dá)國(guó)家要踐行承諾，改變不可持續(xù)的生產(chǎn)和消費(fèi)方式，減少對(duì)全球資源的過(guò)度消耗，并幫助發(fā)展中國(guó)家增強(qiáng)可持續(xù)發(fā)展能力。多樣性是當(dāng)今世界的基本特征。國(guó)際社會(huì)應(yīng)當(dāng)本著開(kāi)放包容的精神，尊重不同歷史文化、宗教信仰、社會(huì)制度的國(guó)家自主選擇可持續(xù)發(fā)展道路。

To jointly promote sustainable development, we should take a fair, just, open and inclusive approach. We must face up to the common responsibility of protecting our Mother Planet while recognizing that countries are at different stages and levels of development. We should continue to work as partners, adhere to the Rio Principles, especially the principle of common but differentiated responsibilities, promote global sustainable development and ensure equal right to development for all countries. Developing countries should adopt and implement sustainable development strategies on the basis of their national conditions and continue to prioritize poverty alleviation. Developed countries, on their part, should honor their commitment, abandon unsustainable models of production and consumption, reduce excessive consumption of global resources, and help developing countries enhance capacity for sustainable development. Diversity is a defining feature of today's world. The international community should be open and inclusive and respect the independent choice of path of sustainable development made by countries with different histories, cultures, religious beliefs and social systems.

攜手推進(jìn)可持續(xù)發(fā)展，應(yīng)當(dāng)積極探索發(fā)展綠色經(jīng)濟(jì)的有效模式。國(guó)際金融危機(jī)以來(lái)，綠色經(jīng)濟(jì)方興未艾。但綠色經(jīng)濟(jì)沒(méi)有絕對(duì)的標(biāo)準(zhǔn)和統(tǒng)一的模式，發(fā)展綠色經(jīng)濟(jì)應(yīng)當(dāng)堅(jiān)持因地制宜，支持各國(guó)自主決定綠色經(jīng)濟(jì)轉(zhuǎn)型的路徑和進(jìn)程。發(fā)展綠色經(jīng)濟(jì)要注重創(chuàng)造更多就業(yè)機(jī)會(huì)，有助于消除貧困、改善民生;注重發(fā)展科技、教育，開(kāi)發(fā)綠色技術(shù)，創(chuàng)新技術(shù)轉(zhuǎn)讓模式;注重提高投資效益，降低綠色轉(zhuǎn)型的成本和風(fēng)險(xiǎn);注重培育綠色生產(chǎn)方式和消費(fèi)模式，開(kāi)拓綠色產(chǎn)品市場(chǎng);注重互利共贏，不以綠色經(jīng)濟(jì)之名行保護(hù)主義之實(shí)，把發(fā)展綠色經(jīng)濟(jì)作為各國(guó)推動(dòng)可持續(xù)發(fā)展、促進(jìn)世界經(jīng)濟(jì)復(fù)蘇的有效途徑。

To jointly promote sustainable development, we should explore effective models of growing green economy. Green economy has been growing rapidly in response to the international financial crisis. However, there are no uniform standards or models for green economy. Green economy should be pursued in keeping with the actual conditions of a country. We should support countries in making their own decisions as to what path to take in promoting green economy. In the course of growing green economy, we should create more jobs, alleviate poverty and improve living standards. We should advance science, technology and education, develop green technologies and create new models of technology transfer. We should raise returns on investment made in growing green economy and reduce costs and risks associated with transition to a green economy. We should cultivate green production and consumption models and develop markets for green products. We should seek win-win progress and refrain from practising protectionism under the pretext of pursuing green economy. In short, we should pursue green economy as an effective way of promoting sustainable development in all countries and advancing global economic recovery.

攜手推進(jìn)可持續(xù)發(fā)展，應(yīng)當(dāng)完善全球治理機(jī)制。推進(jìn)可持續(xù)發(fā)展需要各國(guó)的共同努力。國(guó)際社會(huì)要加強(qiáng)合作，凝聚共識(shí)，增進(jìn)互信。充分發(fā)揮聯(lián)合國(guó)的領(lǐng)導(dǎo)作用，形成有效的可持續(xù)發(fā)展機(jī)制框架，提高指導(dǎo)、協(xié)調(diào)、執(zhí)行能力，以更好地統(tǒng)籌經(jīng)濟(jì)發(fā)展、社會(huì)進(jìn)步和環(huán)境保護(hù)這三大支柱，提高發(fā)展中國(guó)家的發(fā)言權(quán)和決策權(quán)，解決發(fā)展中國(guó)家資金、技術(shù)和能力建設(shè)等實(shí)際困難。建立包括相關(guān)國(guó)際機(jī)構(gòu)、各國(guó)政府和社會(huì)公眾共同參與的可持續(xù)發(fā)展新型伙伴關(guān)系。同時(shí)，應(yīng)當(dāng)提出具有導(dǎo)向性的可持續(xù)發(fā)展目標(biāo)，既明確今后奮斗的方向，又不限制各國(guó)的發(fā)展空間。

To jointly promote sustainable development, we should improve the mechanism of global governance. Sustainable development requires the concerted efforts of all countries. The international community needs to increase cooperation, build consensus and enhance mutual trust. The United Nations should play a leading role in developing an effective institutional framework of sustainable development. Its capacity for guidance, coordination and implementation should be enhanced so that it can better integrate the three pillars of economic growth, social progress and environmental protection. Developing countries should have more voice and decision-making power, and efforts should be made to resolve difficulties they face in funding, technology and capacity building. We should build a new type of partnership for sustainable development with the participation of international agencies, governments and the public. We should also set targets that chart the course for sustainable development without limiting the space of development for various countries.

女士們、先生們!

Ladies and Gentlemen,

中國(guó)是負(fù)責(zé)任、有擔(dān)當(dāng)?shù)陌l(fā)展中大國(guó)，中國(guó)越發(fā)展，給世界帶來(lái)的機(jī)遇和做出的貢獻(xiàn)就越大。我愿在此宣布，為推動(dòng)發(fā)展中國(guó)家可持續(xù)發(fā)展，中國(guó)將向聯(lián)合國(guó)環(huán)境規(guī)劃署信托基金捐款600萬(wàn)美元，用于幫助發(fā)展中國(guó)家提高環(huán)境保護(hù)能力的項(xiàng)目和活動(dòng);幫助發(fā)展中國(guó)家培訓(xùn)加強(qiáng)生態(tài)保護(hù)和荒漠化治理等領(lǐng)域的管理和技術(shù)人員，向有關(guān)國(guó)家援助自動(dòng)氣象觀測(cè)站、高空觀測(cè)雷達(dá)站設(shè)施和森林保護(hù)設(shè)備;基于各國(guó)開(kāi)展的地方試點(diǎn)經(jīng)驗(yàn)，建設(shè)地方可持續(xù)發(fā)展最佳實(shí)踐全球科技合作網(wǎng)絡(luò);安排2億元人民幣開(kāi)展為期3年的國(guó)際合作，幫助小島嶼國(guó)家、最不發(fā)達(dá)國(guó)家、非洲國(guó)家等應(yīng)對(duì)氣候變化。

China is a major developing country which is ready to live up to its responsibilities. The more it develops, the more opportunities China will create and the more contribution it will make to the world. I wish to announce here that China will contribute US$6 million to a United Nations Environment Program trust fund for projects and activities that help developing countries raise capacity for environmental protection. China will help other developing countries train managerial and technical professionals for ecological preservation and desertification control, and provide relevant countries with automatic weather stations, up-air sounding systems and forest protection facilities. China will build a global network for technological cooperation based on the experience gained from the pilot programs in various countries to promote best practices of sustainable development at the sub-national level, and make available 200 million RMB yuan for a three-year international cooperation project to help small island countries, least developed countries and African countries tackle climate change.

女士們、先生們!

Ladies and Gentlemen,

推動(dòng)可持續(xù)發(fā)展是功在當(dāng)代、利在千秋的偉大事業(yè)。今天，人類正站在新的歷史起點(diǎn)上，面臨著把一個(gè)怎樣的世界留給子孫后代的歷史抉擇，肩負(fù)著推動(dòng)可持續(xù)發(fā)展和世界經(jīng)濟(jì)復(fù)蘇的雙重責(zé)任。我期待這次會(huì)議取得豐碩成果，描繪一幅“我們憧憬的未來(lái)”新藍(lán)圖，訂立一份人類與自然和諧相處的新契約。中國(guó)愿與國(guó)際社會(huì)一道，共享機(jī)遇、共迎挑戰(zhàn)，共同譜寫(xiě)人類可持續(xù)發(fā)展事業(yè)新篇章。

Promoting sustainable development is a great cause that will benefit both current and future generations. Today, mankind has reached a new historical starting point. We have to decide what kind of a world we want to leave to our children, and we face the dual responsibility of achieving sustainable development and promoting global economic recovery. I look forward to a fruitful UN Conference on Sustainable Development, and I hope it will draw a blueprint for "the future we want" and conclude a new contract of harmony between man and nature. China will work with the international community to share opportunities, meet challenges and thus write a new chapter of sustainable development for mankind.
