It has its own basic features in its approach, that is, giving full consideration to the diversity of its members and acknowledging their divergence at the level and stage of development as well as the consequent differing interests and needs; laying emphasis on flexibility, step-by-step progress and openness; adhering to such principles as equality and mutual benefit, consensus, seeking common ground while putting aside differences as well as voluntarism; and combining individual with collective actions. 實踐越來越證明，“亞太經(jīng)合組織方式”符合本地區(qū)的實際，有利于各成員的不同權(quán)益和要求得到較好的平衡，有助于發(fā)揮各個成員的能力，促進共同發(fā)展，堅持這種方式，使亞太經(jīng)合組織成員加強合作的重要保證。
Practice has proved all the more clearly that the APEC Approach, which responds to th e reality in the region, is conducive to achieving a balance of rights, interests and needs of various members. It will also help its member economies to give full play to their capability for common development. Adherence to this approach affords an important guarantee for strengthened cooperation among APEC members.
亞太經(jīng)合組織的唯一使命，就是開展經(jīng)濟合作，不宜把討論的范疇擴展到社會、政治、安全等非經(jīng)濟領(lǐng)域。要堅持有所為有所不為的原則，專心致志推進經(jīng)濟合作。
The sole mission of APEC is to promote economic cooperation. It should refrain from extending the scope of its discussions to social, political security and other non-economic fields. It is necessary to concentrate our efforts on advancing economic cooperation in a spirit of doing certain things and refraining from doing other things. 貿(mào)易投資自由化對任何成員來說都是相對的、有條件的。需要充分考慮各成員之間的差異和實際情況，堅持自主自愿、互惠互利、協(xié)商一致的原則。確定部門優(yōu)先自由化，也應(yīng)堅持由各成員自由選擇，自主決定，資源參加，同時要承認兩個時間表的差異，即考慮自身的利益，也考慮各方的利益，以利共同發(fā)展。要在平等互利、優(yōu)勢互補的基礎(chǔ)上，提倡發(fā)達成員以其經(jīng)濟技術(shù)優(yōu)勢幫助發(fā)展中成員，而不應(yīng)損害它們的利益。只有這樣，才能既為發(fā)達成員、也為發(fā)展中成員創(chuàng)造更多的合作機會。
Trade and investment liberalization is a relative and conditional concept for any APEC member economy. Diversity among APEC members and their actual circumstances should be fully taken into consideration and the principles of voluntarism, mutual benefit, and consensus be observed. In identifying sectors for early voluntary liberalization, members should be allowed to maintain the freedom of choice in terms of participation. Meanwhile, the differentiation between the two timetables should be acknowledged, and both the interests of member itself as well as those of other members should be considered so as to facilitate common development. Developed members should be encouraged to use their economic and technological advantages to help developing members on the basis of equality, mutual benefit and complementarity. By no means should the interests of the developing economies be compromised. Only in this way will more opportunities for cooperation be created for both developed and developing members.
經(jīng)濟技術(shù)合作和貿(mào)易投資自由化是緊密結(jié)合的，應(yīng)該相互促進。當代科學技術(shù)的迅猛發(fā)展，已經(jīng)成為推動生產(chǎn)力發(fā)展最有決定意義的因素，對世界經(jīng)濟和社會生活產(chǎn)生了 深刻的影響。努力加強科技交流、技術(shù)合作和技術(shù)轉(zhuǎn)讓，既有利于發(fā)展中成員提高經(jīng)濟技術(shù)實力，也有利于發(fā)達成員增強經(jīng)濟持續(xù)發(fā)展的后勁。這不僅可以縮小成員之間的發(fā)展差距，也可以有利地推動貿(mào)易投資自由化進程。
Economic and technological cooperation and trade and investment liberalization are closely linked and should support each other. The rapid and dynamic advance of science and technology today has become the decisive factor behind the development of productive forces and exerted a profound impact on world economy and social life. Strengthened scientific and technological exchanges as well as technological cooperation and transfer will not only help augment the economic and technological strength of developing members, but also enhance the sustainability of economic development of the developed members. This will not only narrow the gap of development among its members but also greatly facilitate the process of trade and investment liberation.
中國多次自主降低關(guān)稅，五年間關(guān)稅降幅達百分之六十。中國政府決定，到2005年，將工業(yè)品的平均關(guān)稅降至百分之十。中國決定加入《信息技術(shù)協(xié)議》，并就有關(guān)事宜開始談判。我們的這些實際行動，相信將會推動亞太地區(qū)經(jīng)濟技術(shù)合作和貿(mào)易投資自由化的發(fā)展。 China has lowered its tariffs on a voluntary basis several times, a drop of about 60 per cent in five years. The Chinese government has decided to lower its average tariffs on industrial products to 110 per cent by 2005. In addition, China has decided to accede to the Information Technology Agreement and started negotiations on relevant issues. We believe that such practical moves on our part will promote the development of economic and technological cooperation as well as trade and investment liberalization in the Asia-Pacific region. 最后，我要熱情歡迎亞太經(jīng)合組織第九次領(lǐng)導人非正式會議在中國上海召開。我們將為會議做好充分準備。 謝謝各位。
