政府工作報告里最“熱”的詞是什么？

一年一度的全國兩會于今年3月4日-11日召開。

On March 5, Premier Li Keqiang delivered the Government Work Report at the opening meeting of the fourth session of the 13th National People’s Congress. It reviewed the government work over the past year and maps out an overall blueprint for the next five years and beyond. A number of key words highlighted the country’s goals. Let’s take a look at a few.

Development

“發(fā)展”

The word “development” was mentioned 140 times in the report.

“發(fā)展”一詞在報告中出現(xiàn)了140次。

China will give priority to high-quality development this year, setting its GDP growth target at above 6 percent. To promote high-quality development in the coming years, the report notes that China should create a new development pattern – “dual circulation”. The new pattern has the domestic market as the mainstay of the economy, while domestic and international markets support each other. This means that in addition to ensuring supply capacity for its exports, China will focus more on expanding domestic demand and stimulating consumption.

我國今年將堅持高質(zhì)量發(fā)展，發(fā)展主要預(yù)期目標(biāo)是國內(nèi)生產(chǎn)總值增長6%以上。為了在未來的幾年中推動高質(zhì)量發(fā)展，報告指出我國應(yīng)構(gòu)建“雙循環(huán)”的新發(fā)展格局，即以國內(nèi)大循環(huán)為主體、國內(nèi)國際雙循環(huán)相互促進(jìn)。這意味著，除了穩(wěn)定出口外，我國還會更加關(guān)注內(nèi)需，刺激消費(fèi)。

Green development is also a significant issue. According to Xinhua, China will take more measures to push the green transformation of industries and promote the wider use of clean energy, which plays a key role in achieving carbon neutrality by 2060. To achieve this goal, China will also have a steady growth of forest coverage, from 23.04 percent in 2020 to 24.1 by 2025.

綠色發(fā)展也是一大重要話題。據(jù)新華社報道，我國將采取更多措施來促進(jìn)產(chǎn)業(yè)綠色轉(zhuǎn)型，推廣清潔能源更廣泛的使用，這為我國在2060年前力爭實現(xiàn)碳中和起到重要作用。為實現(xiàn)這一目標(biāo)，我國的森林覆蓋率還將從2020年的23.04%提高到2025年的24.1%。

Ensure

“保”

Ensuring the well-being of the people remains at the forefront. The report says that the government will make every effort to solve housing difficulties, especially those faced by new urban residents and young people.

保障民生依然是工作的重心。報告指出，政府將盡最大努力幫助新市民、青年人等緩解住房困難。

Apart from shelter, people also need access to healthcare. According to the report, government subsidies for basic medical insurance for rural and non-working urban residents will increase by an average of 30 yuan per person this year. Subsidies for basic public health services will also increase. Fees for more medicines will be covered by the government to lighten the burden on patients.

除了住房之外，人們也需要醫(yī)療保障。報告指出，今年農(nóng)村以及無業(yè)城鎮(zhèn)居民的醫(yī)保人均財政補(bǔ)助再增30元。基本公共衛(wèi)生服務(wù)補(bǔ)助也有所增加。政府還會把更多藥品納入集中帶量采購，減輕患者負(fù)擔(dān)。

Build

“建設(shè)”

Education has always been, and continues to be, an important sector included in the government work report. The new plan says that China will build an education system that ensures the well-rounded development of students in the next five years.

教育一直是并將繼續(xù)是政府工作報告中的一項重要內(nèi)容。新規(guī)劃表明，我國將在未來五年內(nèi)建設(shè)培養(yǎng)學(xué)生全面發(fā)展的教育體系。

In addition, the government will make all-around efforts to build a healthy China.

此外，政府還全面推進(jìn)健康中國建設(shè)。

“It is widely believed that China, with concrete measures, will achieve the targets it has set for itself in the next five years, paving the way for the realization of the goals of Vision 2035,” Liu Qiao, the dean of the Guanghua School of Management, Peking University, wrote on China Daily.

“人們普遍認(rèn)為，有了這些具體措施，中國將在未來五年內(nèi)實現(xiàn)設(shè)立的這些目標(biāo)，并為實現(xiàn)2035年遠(yuǎn)景目標(biāo)打好基礎(chǔ)，”北京大學(xué)光華管理學(xué)院院長劉俏在《中國日報》上如此寫道。
