近日，浙江省教育廳聯(lián)合八部門，制定《浙江省教育廳等九部門關于全面加強兒童青少年近視防控工作的意見(征求意見稿)》，明確嚴禁使用APP布置作業(yè)，并將總體近視率和體質(zhì)健康狀況納入政府績效考核的指標中。

Zhejiang province is moving to ban teachers from assigning homework on mobile apps as part of an effort to save students' eyesight.

浙江省計劃嚴禁教師用手機應用程序(app)布置作業(yè)，以保護學生視力。

Along with banning app-based homework assignments, the regulation would limit the use of electronic devices to 30 percent of total teaching time and instead encourage homework to be completed by hand on paper.

除了禁止用手機應用程序(app)布置作業(yè)以外，該意見還規(guī)定使用電子產(chǎn)品開展教學時長不超過教學總時長的30%，鼓勵動手完成紙質(zhì)作業(yè)。

作業(yè)方面，小學一二年級不布置書面家庭作業(yè)(no written homework at all should be assigned to children in the first two years of school)，三至六年級書面家庭作業(yè)完成時間不得超過60分鐘，初中不得超過90分鐘，高中階段也要合理安排作業(yè)時間。

在考試管理方面，全面推進義務教育學校免試就近入學全覆蓋(fully implement the policy ensuring that children can receive compulsory education at schools close to where they live without having to take entrance exams)。小學一二年級每學期不得超過1次，其他年級每學期不得超過2次。嚴禁以任何形式、方式公布學生考試成績和排名(no release of test results and ranks in any form);嚴禁以各類競賽獲獎證書、學科競賽成績或考級證明等作為招生入學依據(jù)(enrollment based on academic competition results will be banned);嚴禁以各種名義組織考試選拔學生。

防控兒童青少年近視，浙江省教育廳還要求，強化體育課和課外鍛煉(increase the time for sports and extra-curricular activities)，大課間、課外體育活動、眼保健操時間均納入課表(long breaks, extra-curricular sports activities and eye exercises will be included in school schedules)，嚴格按規(guī)定時間組織實施。兒童青少年近視防控工作(myopia prevention and control)、總體近視率(overall myopia rate)和體質(zhì)健康狀況(physical health)納入政府績效考核的要求。

教育部也于近日發(fā)文，明確教師不得通過手機微信和QQ等方式布置作業(yè)。

Teachers will not be allowed to use the WeChat or QQ messaging apps to assign homework or ask parents to grade students' homework.

近視問題不容忽視

2018年，中國小學生視力不良率(the proportion of poor vision)為45.7%、初中生為74.4%、高中生為83.3%、大學生為86.4%，其中85%至90%為近視眼(myopia)，全國近視眼人群中，小學生預估超過1億人。

2018年8月30日，教育部、國家衛(wèi)生健康委員會等8部門聯(lián)合印發(fā)《綜合防控兒童青少年近視實施方案(comprehensive plan to prevent shortsightedness among children)》。

方案提出：

The overall myopia rate among teenagers reduces by more than 0.5 percentage points per year from 2018 until 2023. Provinces with a high incidence of myopia are required to cut at least 1 percentage point per year.

到2023年，力爭實現(xiàn)全國兒童青少年總體近視率在2018年的基礎上每年降低0.5個百分點以上;近視高發(fā)省份每年降低1個百分點以上。

By 2030, the myopia rate for 6-year-old children should be below 3 percent, for primary school students, below 38 percent, for middle school students, below 60 percent, and for high school students, below 70 percent.

到2030年，6歲兒童近視率控制在3%左右，小學生近視率下降到38%以下，初中生近視率下降到60%以下，高中階段學生近視率下降到70%以下。
