US President Donald Trump made a televised pleafor border wall funding last Tuesday night, seekingan edge in the shutdown battle with congressionalDemocrats as he declared there is "a humanitariancrisis, a crisis of the heart and a crisis of the soul."

Addressing the nation from the Oval Office for thefirst time, Trump argued for funding on security andhumanitarian grounds as he sought to put pressure on newly empowered Democrats amid anextended partial government shutdown.

Many Democrats and some legal scholars have said that Trump can't declare a nationalemergency to get the border wall funded. Others say there are avenues he could definitely try, setting up potential battles in Congress and in the courts.
