商務(wù)部發(fā)言人介紹緩解中美貿(mào)易摩擦影響有關(guān)政策

發(fā)言人表示，對(duì)于美方7月6日加征關(guān)稅措施，中方不得不做出必要反擊。中方在研究對(duì)美征稅反制產(chǎn)品清單過程中，已充分考慮了進(jìn)口產(chǎn)品的替代性(the substitutability of the imported products)，以及對(duì)于貿(mào)易投資的整體影響。同時(shí)，我們將研究采取以下措施：

(1)持續(xù)評(píng)估各類企業(yè)所受影響。

Continuously evaluate the impacts on different kinds of companies.

(2)反制措施中增加的稅收收入，將主要用于緩解企業(yè)及員工受到的影響。

The new tax income from the countermeasures will be mainly used to relieve the impacts on companies and their employees.

(3)鼓勵(lì)企業(yè)調(diào)整進(jìn)口結(jié)構(gòu)，增加其他國家和地區(qū)的大豆、豆粕等農(nóng)產(chǎn)品以及水產(chǎn)品、汽車的進(jìn)口。

Encourage companies to adjust import structure, and increase the imports of agricultural products such as soybeans and soybean meal, aquatic products, and automobiles from other countries and regions.

(4)加快落實(shí)國務(wù)院6月15日發(fā)布的有關(guān)積極有效利用外資、推動(dòng)經(jīng)濟(jì)高質(zhì)量發(fā)展若干意見，強(qiáng)化企業(yè)合法權(quán)益保護(hù)，營造更好投資環(huán)境。

Step up the implementation of the guidelines released by the State Council on June 15 on making active and effective use of foreign investment and promoting high-quality economic development to reinforce the protection of corporate interests and create a better investment environment.

發(fā)言人表示，我們的政策組合還在不斷完善之中，也歡迎社會(huì)各界給我們提供意見建議。如有個(gè)別影響較為嚴(yán)重的企業(yè)，建議向當(dāng)?shù)赜嘘P(guān)政府部門反映。

同日，國務(wù)院辦公廳轉(zhuǎn)發(fā)商務(wù)部等部門《關(guān)于擴(kuò)大進(jìn)口促進(jìn)對(duì)外貿(mào)易平衡發(fā)展的意見》?！兑庖姟窂乃膫€(gè)方面提出擴(kuò)大進(jìn)口促進(jìn)對(duì)外貿(mào)易平衡發(fā)展的政策舉措。

一是優(yōu)化進(jìn)口結(jié)構(gòu)促進(jìn)生產(chǎn)消費(fèi)升級(jí)(optimize the structure of imports to support upgrading production and consumption)。

二是優(yōu)化國際市場(chǎng)布局(optimize the layout of its international market)。

三是積極發(fā)揮多渠道促進(jìn)作用(actively explore multiple channels to boost imports)。

四是改善貿(mào)易自由化便利化條件(improve the environment for trade liberalization and facilitation)。
