The Trump administration has issued a far-reaching sanctions package targeting North Korea’s maritime industry as the US struggles to pressure the regime to give up its nuclear weapons programme.

特朗普政府發(fā)布了一項瞄準朝鮮海運業(yè)的影響深遠的制裁方案。目前美國正竭力施壓平壤政權，促其放棄核武計劃。

The US Treasury issued sanctions against 28 vessels, 27 companies and one individual across nine jurisdictions, including China, Singapore and Tanzania, on Friday. Officials said those sanctioned had exported coal or made ship-to-ship transfers in violation of existing UN Security Council sanctions and often via deception.

美國財政部周五宣布對中國、新加坡和坦桑尼亞等9個司法管轄區(qū)的28艘船舶、27家公司和一名個人實行制裁。官員們表示，這些制裁對象曾出口煤炭或從事船對船轉運，違反了聯合國安理會(UN Security Council)現有的制裁措施，并經常采用蒙騙手段。

“We are very much closing in on one of the primary means that the regime uses to finance itself,” said a senior US official, adding the Trump administration wanted to make it “loud and clear” that there are significant consequences for other entities that are working with North Korea.

The US has attempted to squeeze illicit shipping for months, working with some countries in private to encourage them to act against those that are breaking the UN sanctions that the US helped to introduce.

The Trump administration spearheaded a hefty sanctions campaign at the UN Security Council to deprive Pyongyang of billions of dollars in revenues from coal, seafood and textiles and limit its access to fuel.

President Donald Trump on Friday described the shipping cubs as the “largest ever” set of sanctions against North Korea.

The Treasury also on Friday issued a global shipping advisory alerting industry to what US officials describe as a host of deceptive practices that North Korea deploys to avoid detection.

Photographs issued by the Treasury show what purports to be a Chinese general cargo vessel and which the US says is a North Korean tanker. The US says North Korea falsified shipping information by marking the tanker with the identification number of another vessel that was in China at the same time.

US persons are prohibited from dealing with any of the parties sanctioned. “The president has made it clear to companies worldwide that if they choose to help fund North Korea’s nuclear ambitions, they will not do business with the United States,” said Treasury secretary Steven Mnuchin.

Friday’s public action underscores Washington’s efforts to maintain its strategy of maximum pressure even as Pyongyang pursues a diplomatic a thaw with its southern neighbour. “We have imposed the heaviest sanctions ever imposed,” Mr Trump said. “Frankly hopefully something positive can happen; we will see.”

Ivanka Trump, Mr Trump’s daughter and adviser, arrived in Seoul on Friday for the closing ceremony of the Winter Olympics, which South Korea is hosting. North Korea officials earlier refused to meet US vice-president Mike Pence, who has taken a hardline stance against Pyongyang even as he has sometimes suggested the US was open to talks.

North Korea startled US officials with its accelerating nuclear programme in the past 12 months after years of failed tests. Mr Kim said last month his country could now send a nuclear missile to the US, although many experts say he needs to conduct more tests.
