South Korea will seek to use inter-Korean talks on Tuesday to decrease tensions on the peninsula and reunite families separated by the Korean war, Seoul has said.

首爾方面表示,韓國(guó)將尋求利用周二的朝韓會(huì)談緩解半島緊張局勢(shì),并讓朝鮮戰(zhàn)爭(zhēng)失散家庭團(tuán)聚。

Comments from Cho Myung-gyon, South Korea’s unification minister, illustrate the broader possibilities of the negotiations with North Korea, which are set to focus on Pyongyang’s participation in next month’s Winter Olympic Games.

韓國(guó)統(tǒng)一部部長(zhǎng)趙明均(Cho Myung-gyon)的言論表明了朝韓會(huì)談的更廣泛可能性。朝韓會(huì)談的核心議題將是朝鮮參加下月冬奧會(huì)事宜。

“Basically, the two sides will focus on the Olympics. When discussing inter-Korean relations, the government will seek to raise the issue of war-torn families and ways to ease military tensions,” Mr Cho said on Monday.

“基本上,雙方將聚焦于冬奧會(huì)。當(dāng)討論韓朝關(guān)系時(shí),政府將力爭(zhēng)提出戰(zhàn)爭(zhēng)失散家庭的問(wèn)題,以及緩解軍事緊張的辦法,”趙明均周一說(shuō)。

Mr Cho on Tuesday morning will lead a five-member delegation to talks with counterparts from Pyongyang in Panmunjom, a village inside the heavily fortified demilitarised zone that separates the two Koreas.

周二上午,趙明均將率領(lǐng)一個(gè)五人代表團(tuán)在板門店與朝方代表會(huì)談。板門店是位于將朝韓分隔開(kāi)來(lái)的戒備森嚴(yán)的非軍事區(qū)內(nèi)的一個(gè)村莊。

The talks will be first high-level dialogue since communications between the two sides were cut following Pyongyang’s fourth nuclear test two years ago.

這次會(huì)談將是自兩年前朝鮮第四次核試驗(yàn)導(dǎo)致朝韓交流中斷以來(lái)雙方的首次高級(jí)別對(duì)話。

North Korea’s delegation will be headed by Ri Son-gwon, chairman of the country’s Committee for Peaceful Reunification — the agency that oversees inter-Korean relations — and a veteran negotiator with Seoul.

率領(lǐng)朝鮮代表團(tuán)的將是祖國(guó)和平統(tǒng)一委員會(huì)(Committee for Peaceful Reunification)委員長(zhǎng)、經(jīng)驗(yàn)豐富的對(duì)韓談判代表李善權(quán)(Ri Son-gwon)。祖國(guó)和平統(tǒng)一委員會(huì)是朝鮮負(fù)責(zé)朝韓關(guān)系的機(jī)構(gòu)。

Negotiations offer a potential pathway to peace on a peninsula that last year appeared poised to collapse into conflict.

此次會(huì)談為朝鮮半島走向和平提供了一條潛在的道路。去年,朝鮮半島似乎要陷入沖突。

Korea experts, however, have reacted cautiously, pointing to Pyongyang’s history of using talks to manipulate and misdirect its adversaries.

不過(guò),朝鮮問(wèn)題專家對(duì)此次會(huì)談作出了謹(jǐn)慎的反應(yīng),指出朝鮮以往曾利用會(huì)談來(lái)左右和誤導(dǎo)對(duì)手。

The talks also run the risk of driving a wedge between South Korea and the US, which has attempted to isolate and punish Pyongyang for its nuclear and ballistic weapons development.

此次會(huì)談還有離間韓美關(guān)系的可能性。由于朝鮮開(kāi)發(fā)核武器和彈道武器,美國(guó)一直試圖孤立和懲罰平壤方面。

US President Donald Trump over the weekend said he would be open to talks with Mr Kim, but did not clarify under which conditions.

上周末,美國(guó)總統(tǒng)唐納德•特朗普(Donald Trump)表示他對(duì)與金正恩(Kim Jong Un)會(huì)談持開(kāi)放態(tài)度,但他并未闡明談判的條件。

Lim Eul-chul, a professor at Kyungnam University, believes the North is using the talks with Seoul as a stepping stone to reach Washington.

韓國(guó)慶南大學(xué)(Kyungnam University)教授林乙川(Lim Eul-chul)認(rèn)為,朝鮮正把朝韓會(huì)談當(dāng)作接觸美國(guó)的墊腳石。

“Despite their efforts, North Korea failed to have talks with the US last year due to the big difference in opinion between the two countries. Pyongyang now seems to be hoping the South Korean government can nudge the US into dialogue with them,” he said.

“盡管他們付出了努力,但由于兩國(guó)在觀念上的巨大差異,朝鮮去年未能與美國(guó)舉行會(huì)談。平壤方面現(xiàn)在似乎寄望于韓國(guó)政府能夠推動(dòng)美國(guó)與他們對(duì)話,”他說(shuō)。
