朝鮮稱美國(guó)海上封鎖行動(dòng)是“戰(zhàn)爭(zhēng)行為”

North Korea has slammed a proposed US naval blockade, saying such a move would constitute another “declaration of war”.

朝鮮抨擊美國(guó)對(duì)朝實(shí)施海上封鎖的計(jì)劃，稱此舉構(gòu)成“戰(zhàn)爭(zhēng)行為”。

The fiery comments in the state-run Rodong Sinmun newspaper came a day before the US, South Korean and Japan launched rocket tracking drills on Monday aimed at improving detection and monitoring of the reclusive regime’s ballistic missile tests.

朝鮮官方的《勞動(dòng)新聞》(Rodong Sinmun)發(fā)表上述憤怒言論的一天后，美國(guó)、韓國(guó)和日本在周一展開導(dǎo)彈追蹤演習(xí)。這次演習(xí)旨在改進(jìn)對(duì)與世隔絕的朝鮮政權(quán)的彈道導(dǎo)彈試驗(yàn)的偵察和監(jiān)控。

Tensions on the peninsula remain high amid growing concern that the US might launch military action against North Korea or that a miscalculation during training drills on either side could provoke a full-scale conflict.

Despite being outgunned in conventional weaponry, Pyongyang has this year succeeded in developing a host of new advanced weapons, including a powerful nuclear device and several long-range missiles capable of hitting the US.

The launch last month of its most advanced missile — the Hwasong 15 — triggered outcry in the US and prompted the state department to raise the possibility of a naval blockade.

“In addition to implementing all existing UN sanctions, the international community must take additional measures to enhance maritime security, including the right to interdict maritime traffic transporting goods to and from [North Korea],” it said in a statement that prompted derision from Pyongyang.

North Korea would consider a blockade a “cruel violation on our sacred sovereignty and dignity and another public declaration of war”, Rodong Sinmun reported.

《勞動(dòng)新聞》報(bào)道稱，美國(guó)對(duì)朝海上封鎖將被視為“對(duì)主權(quán)國(guó)家的主權(quán)和尊嚴(yán)粗暴的侵害……對(duì)朝海上封鎖活動(dòng)是戰(zhàn)爭(zhēng)行為”。

“If they show any slight sign of carrying out the sea blockade, they should prepare for immediate and ruthless self-defensive countermeasures.”

“美國(guó)應(yīng)做好精神準(zhǔn)備，如果特朗普(Trump)集團(tuán)表現(xiàn)出將海上封鎖試圖付諸實(shí)施的一點(diǎn)點(diǎn)動(dòng)靜，朝鮮就立即采取毫無(wú)慈悲的自衛(wèi)性應(yīng)對(duì)措施。”

North Korea regularly employs such rhetoric as part of its diplomatic strategy and has previously accused the US of declaring war.

朝鮮經(jīng)常運(yùn)用這樣的措辭為其外交戰(zhàn)略服務(wù)。朝鮮之前也曾指責(zé)美國(guó)宣戰(zhàn)。

However, independent analysts in South Korea also criticised the proposed blockade, saying it would only worsen the situation and that the US Pacific Command was not in a position to seal North Korea’s maritime borders.

“If the US goes ahead with the blockade, it will only aggravate the situation by provoking North Korea to conduct more nuclear tests and launch missiles under the banner of self-defence,” said Hong Hyun-ik, a senior researcher at the Sejong Institute.

“如果美國(guó)實(shí)施封鎖，只會(huì)使局勢(shì)惡化，促使朝鮮打著自衛(wèi)的旗號(hào)進(jìn)行更多核試驗(yàn)和導(dǎo)彈發(fā)射，”首爾世宗研究院(Sejong Institute)高級(jí)研究員Hong Hyun-ik說(shuō)。

“Instead of searching for a real solution to the nuclear crisis, which is dialogue with the North, the US is attempting to maintain its hegemony in north-east Asia.”
