昂山素季發(fā)表全國(guó)講話(huà)談若開(kāi)邦危機(jī)

Aung San Suu Kyi, the Myanmar de facto leader who has been under intense international pressure for her handling of the crisis in the Rakhine state, has talked at length about the issue in a nationally televised speech from the capital Naypyidaw.

昂山素季(Aung San Suu Kyi)在首都內(nèi)比都發(fā)表全國(guó)電視講話(huà)，詳細(xì)談?wù)摿巳糸_(kāi)邦危機(jī)問(wèn)題，這位緬甸的事實(shí)領(lǐng)袖因其對(duì)該危機(jī)的處理承受了巨大的國(guó)際壓力。

Aung San Suu Kyi acknowledged concerns among the global community but appeared to stop short of condemning the actions of the Myanmar army, whose campaign in recent weeks was denounced by the United Nations as a “textbook case of ethnic cleansing”.

昂山素季承認(rèn)了全球社會(huì)的擔(dān)憂(yōu)，但似乎決定不譴責(zé)緬甸軍隊(duì)的行動(dòng)。近幾周來(lái)，緬甸軍隊(duì)的行動(dòng)被聯(lián)合國(guó)譴責(zé)為“種族清洗的典型案例”。

Fighting in Rakhine, in western Myanmar, broke out on August 25 when militants from the Arakan Rohingya Salvation Army targeted about 30 police posts and an army base, killing several people. The country’s security forces responded with a security operation that sent people fleeing from their homes, according to Rohingya, and killed several people. More than 400,000 Rohingya Muslim refugees have since fled the area over the past three weeks.

8月25日，若開(kāi)羅興亞救世軍(ARSA)武裝分子襲擊了30處警務(wù)站和一個(gè)軍事基地，造成數(shù)人死亡，令緬甸西部若開(kāi)邦陷入戰(zhàn)火。據(jù)羅興亞人表示，緬甸安全部隊(duì)隨后展開(kāi)安保行動(dòng)，致使當(dāng)?shù)厝颂与x家園，并造成若干人死亡。過(guò)去三個(gè)星期已有40多萬(wàn)名羅興亞穆斯林難民逃離該地區(qū)。

While international human rights organisations have slammed the Nobel laureate’s lack of action amid numerous reports that the Myanmar army has torched villages, Aung San Suu Kyi today referred to conflicting “allegations” about the extent of the violence and suggested more evidence was needed.

雖然國(guó)際人權(quán)組織批評(píng)這位諾貝爾獎(jiǎng)得主面對(duì)大量關(guān)于緬甸軍隊(duì)火燒村莊的報(bào)道卻不采取行動(dòng)，但昂山素季今天指出關(guān)于暴力程度的“指控”相互矛盾，并提出需要更多的證據(jù)。

“We too are concerned, we want to find out what the real problems are,” she said.

她說(shuō)：“我們也很關(guān)心，我們想知道真正的問(wèn)題是什么。”

Village “clearance operations” had not occurred since September 5 and the country would give international observers more access to parts of the region that have previously been closed, she said.

她說(shuō)自9月5日以來(lái)就沒(méi)再發(fā)生過(guò)村莊“清理行動(dòng)”，緬甸將給國(guó)際觀察員更多機(jī)會(huì)進(jìn)入該地區(qū)此前封鎖的部分。

She also said that the government planned to move to implement the recommendations from the Rakhine Advisory Commission – an independent group headed by former UN secretary-general Kofi Annan last month recommended Myanmar acted immediately on addressing Rohingya Muslims’ citizenship verification, rights and equality before the law, documentation, the situation of the internally displaced and freedom of movement.

她還表示緬甸政府計(jì)劃采取行動(dòng)，落實(shí)若開(kāi)邦事務(wù)顧問(wèn)委員會(huì)(Rakhine Advisory Commission)的建議。該委員會(huì)是由聯(lián)合國(guó)前秘書(shū)長(zhǎng)科菲•安南(Kofi Annan)領(lǐng)導(dǎo)的一個(gè)獨(dú)立小組，上月該組織建議緬甸立即采取行動(dòng)，解決羅興亞穆斯林的公民身份確認(rèn)、權(quán)利、平等的法律地位、登記、境內(nèi)難民處境以及遷徙自由等問(wèn)題。

“Unless concerted action – led by the government and aided by all sectors of the government and society – is taken soon, we risk the return of another cycle of violence and radicalisation, which will further deepen the chronic poverty that afflicts Rakhine State”, Mr Annan said on August 24 when the group’s final recommendations were released.

該小組在8月24日發(fā)布了最終建議，安南當(dāng)時(shí)表示：“除非立即在政府的領(lǐng)導(dǎo)下以及政府各部門(mén)和社會(huì)各界的幫助下采取一致行動(dòng)，否則我們將面臨又一輪暴力和激進(jìn)主義的回歸，這將進(jìn)一步加深長(zhǎng)期困擾若開(kāi)邦的貧困問(wèn)題。”
