Narendra Modi and Xi Jinping will this weekend have their first chance to eyeball each other since their two armies began literally to bump chests at the India-China border — but just as their troops refuse to draw arms, the two leaders will not meet one-on-one.

The Indian prime minister and the Chinese president both land in Germany on Friday for the two-day G20 meeting, but Beijing has ruled out a bilateral meeting, saying “the atmosphere is not right”, amid tensions at the border close to the tiny nation of Bhutan.

Mr Modi and Mr Xi have previously tried to smooth over historic tensions between the two countries, but the frostiness this weekend marks a deterioration in the relationship fuelled by Indian mistrust of Chinese intentions in south Asia.

莫迪和習近平此前曾試圖緩和兩國之間歷史久遠的緊張關系。然而,本周末的關系凍結,標志著雙方關系的惡化。印度對中國在南亞意圖的不信任,助長了這種關系惡化。

Ashok Malik, a fellow at New Delhi’s Observer Research Foundation, said: “The feeling in India is that from 2014-2017, we tried to open up a lot of space for China by giving them access to our market and loosening visa regulations.

The latest spat began on June 16, when Chinese troops building a road moved south into what Bhutan claims as its territory. Bhutan then sought assistance from its neighbour and close ally India, which sent troops to confront the Chinese army.

中印兩國最新這輪爭端始于6月16日。當時,修路的中國軍隊向南進入了不丹聲稱為其領土的地區(qū)。于是,不丹尋求其鄰國和親密盟友印度的幫助,后者派出了軍隊與中國軍隊對峙。

As is common on the Chinese border, where both sides are careful not to escalate tensions into military conflict, the two armies began “jostling” — bumping chests without using their arms or legs to try and force the other side back.

China in response blocked a group of Indian pilgrims making their way over a Chinese pass to reach Mount Kailash, which is considered sacred by Hindus and Buddhists.

As the crisis deepened last week, China raised the pressure on Delhi, announcing it had tested a new light mountain tank for use on the Tibetan plateau, but that it was “not targeted at any country”.

At the heart of Indian concerns is that China could threaten the “chicken’s neck”, a narrow strip of land connecting most of the country to its northeastern states.

This perceived threat plays into New Delhi’s more general worry about being encircled by China as China builds out its massive “One Belt, One Road” project, which aims to create a modern Silk Road into Europe, central Asia and Africa.

The first stage of that project is the $55bn plan to build roads, railways and power stations in Pakistan, which India says interferes with its sphere of interest, especially in the disputed territory of Kashmir.

“China’s One Belt, One Road projects often seem to have both commercial and military implications,” said Mr Malik. “To start building roads so close to the chicken’s neck corridor is an act of provocation that no Indian government can leave unchallenged.”

The current stand-off is the closest the two sides have come to conflict since 2013, when Chinese troops took up positions 19km inside what India considers its own territory. The two countries have not fought a war since 1962 following India’s decision to grant asylum to the Dalai Lama, which triggered a series of border disputes.

當前這次對峙是中印雙方自2013年以來最接近沖突的一次。2013年,中國軍隊占據了深入印度聲索領土范圍19公里的位置。中印兩國自1962年以來從未爆發(fā)戰(zhàn)爭。在1962年之前,印度決定為達賴喇嘛提供庇護,引發(fā)了一系列邊界爭端。

“This is the tensest Sino-Indian relations for the first time in several years,” said Shi Yinhong, a professor of international relations at Renmin University in Beijing. “The possibility of military conflict cannot be completely ruled out. But neither side wants war.”

北京中國人民大學(Renmin University)國際關系學教授時殷弘表示:“這是幾年來中印關系首次處于最緊張的狀態(tài)。發(fā)生軍事沖突的可能性不能完全排除。不過,雙方都不希望爆發(fā)戰(zhàn)爭。”
