Berlin’s attempts to curb Chinese investment have come under fire from some of Germany’s top economists who say the country would benefit by remaining open for business despite trade restrictions by Beijing.

柏林方面遏制中國投資的企圖受到德國一些頂尖經(jīng)濟(jì)學(xué)家的批評,他們稱,盡管北京方面存在貿(mào)易限制,但是德國將獲益于保持對商業(yè)開放。

The verdict from an influential group of advisers came as the German economics minister clashed with his Chinese counterpart after Berlin’s decision to block a takeover of chipmaker Aixtron.

一個(gè)有影響力的顧問團(tuán)得出這個(gè)結(jié)論之際,柏林方面決定阻止中資收購芯片制造商愛思強(qiáng)(Aixtron)后,德國經(jīng)濟(jì)部長與中國商務(wù)部長發(fā)生沖突。

Sigmar Gabriel, who is also Germany’s vice-chancellor, told reporters in Beijing yesterday that words were not minced “on either side” when he met Gao Hucheng, China’s trade minister.

德國副總理兼經(jīng)濟(jì)部長西格馬爾•加布里爾(Sigmar Gabriel)昨天在北京向記者表示,當(dāng)他與中國商務(wù)部長高虎城會面時(shí),“雙方”措辭都不委婉。

Mr Gabriel’s China trip comes weeks after Berlin withdrew its approval for the €670m takeover of Aixtron by Chinese group Fujian Grand Chip Investment Fund. Berlin has reopened a review of the deal, a move Beijing views as tantamount to economic protectionism but that Germany claims safeguards strategic interests.

在加布里爾出訪中國的幾周前,柏林方面撤消了對福建宏芯投資基金(Fujian Grand Chip Investment Fund)收購愛思強(qiáng)的批準(zhǔn)。柏林方面已對這筆交易啟動(dòng)重審,北京方面認(rèn)為此舉等同于經(jīng)濟(jì)保護(hù)主義,而德國聲稱是為了保護(hù)戰(zhàn)略利益。

The intended Aixtron acquisition is part of a wave of Chinese dealmaking that has prompted a protectionist backlash in Germany.

收購愛思強(qiáng)的企圖是中國最近一波收購交易的一部分,這些交易引發(fā)了德國國內(nèi)的保護(hù)主義反彈。

However, in an annual report to Angela Merkel, Germany’s Council of Economic Experts said the chancellor and her government should keep the door open for Chinese companies and played down fears of German technology being transferred out of the country.

然而,在提交給德國總理安格拉•默克爾(Angela Merkel)的年度報(bào)告中,德國經(jīng)濟(jì)專家協(xié)會(Council of Economic Experts)稱默克爾及其政府應(yīng)該保持向中國企業(yè)開門,并淡化人們對德國技術(shù)轉(zhuǎn)讓至境外的擔(dān)憂。

“The increasing activities of Chinese investors as buyers of German companies are often viewed with scepticism,” the council said. “But even if there is a lack of reciprocity and one country behaves in a protectionist way, there is still an advantage for the country that allows free inward movement of capital.”

“中國投資者收購德國企業(yè)的越來越頻繁的活動(dòng)往往遭遇疑慮,”該協(xié)會稱,“但是即使缺少互惠對等、其中一國表現(xiàn)出保護(hù)主義,允許資本自由流入的那個(gè)國家仍然會得到好處。”

Germany was “well advised to maintain a unilaterally liberal regime for foreign direct investment, even if China remains an economy with restrictive conditions for the acquisition and market access by foreigners”, the report said.

該報(bào)告稱,德國“完全應(yīng)該對外國直接投資(FDI)維持單方面的自由主義體制,即便中國仍然是對外資收購和市場準(zhǔn)入實(shí)行限制性條件的經(jīng)濟(jì)體”。

European and US officials’ attempts to thwart a wave of Chinese dealmaking is thought to have played an important role in scuppering deals worth almost $40bn.

歐洲和美國官員阻礙中國收購交易潮的意圖,被認(rèn)為對總值近400億美元的交易受阻起到了重要作用。

Berlin is pushing for the EU to adopt rules to limit Chinese takeovers of European countries in areas such as defence, saying it remains open to investment but wants to limit deals driven by China’s industrial policy.

柏林方面正在推動(dòng)歐盟采取措施限制中資收購防務(wù)等領(lǐng)域的歐洲企業(yè),稱其對投資仍然保持開放,只是希望限制由中國產(chǎn)業(yè)政策驅(qū)動(dòng)的交易。

The council’s report — citing the planned €4.5bn acquisition of chipmaker Kuka by Chinese investor Midea, as well as the deal for Aixtron — challenged the push for Brussels to block deals, saying a ban on such takeovers did not comply with EU law.

該協(xié)會的報(bào)告——其中提到中國美的(Midea)計(jì)劃以45億歐元收購機(jī)器人制造商庫卡(Kuka)、以及愛思強(qiáng)的交易——挑戰(zhàn)了德國推動(dòng)布魯塞爾方面阻止交易的舉動(dòng),并稱禁止此類收購交易與歐盟法律不符。
