美國“確定”俄羅斯干擾美國大選

The US has formally accused the Russian government of attempting to meddle in November’s presidential election and blamed Russia for a series of cyber attacks, including the hacking of the Democratic National Committee.

美國正式指控俄羅斯政府企圖干擾11月的總統(tǒng)大選,并將一系列網(wǎng)絡(luò)攻擊歸咎于俄羅斯,其中包括民主黨全國委員會(DNC)遭黑客入侵事件。

In a joint statement, the Department of Homeland Security and Director of National Intelligence on Election Security said it was now “confident that the Russian government directed the recent compromises of emails from US persons and institutions, including from US political organisations”.

美國國土安全部(Homeland Security Department)和負(fù)責(zé)選舉安全的國家情報總監(jiān)(Director of National Intelligence)在聯(lián)合聲明中表示,現(xiàn)已“確定俄羅斯政府主導(dǎo)了最近美國人民、機(jī)構(gòu)乃至美國政治組織遭到的郵件入侵事件。”

“These theft and disclosures are intended to interfere with the US election process. Such activity is not new to Moscow,” US authorities said. “We believe, based on the scope and sensitivity of these efforts, that only Russia’s senior-most officials could have authorised these activities.”

美國當(dāng)局表示:“這些偷竊和泄露行為旨在干擾美國選舉過程,俄羅斯政府對此類活動并不陌生。我們認(rèn)為,基于這些行動的范圍和敏感性,只有俄羅斯的最高級官員能夠授權(quán)這些活動。”

On Friday night, President Vladimir Putin’s spokesman dismissed the US allegations. “This is again some kind of nonsense,” Dmitry Peskov told Russian news agency Interfax. “[Our] website experiences tens of thousands of attacks by hackers every day.”

周五晚間,俄羅斯總統(tǒng)弗拉基米爾•普京(Vladimir Putin)的發(fā)言人駁斥了美國這一指控。德米特里•巴斯科夫(Dmitry Peskov)向俄羅斯通訊社國際文傳電訊社(Interfax)表示:“(我們的)網(wǎng)站每天都遭到黑客數(shù)萬次攻擊。”

The US has alleged that the hacking fits into patterns of other cyber attacks in Eurasia and Europe, as all were attempts to “influence public opinion”.

美國聲稱這些網(wǎng)絡(luò)攻擊與歐亞大陸和歐洲遭到的網(wǎng)絡(luò)攻擊模式相符,它們都企圖“影響公眾輿論”。

A breach of the Democratic National Committee's emails and servers this year led to 20,000 internal emails being leaked on the eve of the Democratic convention, with many of the exchanges embarrassing. The DNC’s then chairwoman Debbie Wasserman-Schultz resigned in the wake of the scandal, along with a handful of senior DNC staffers.

今年民主黨全國委員會的電子郵件和服務(wù)器入侵事件,導(dǎo)致2萬封電子郵件在民主黨全國代表大會前夕遭到泄露,其中包含許多尷尬內(nèi)容。這樁丑聞發(fā)生后,民主黨全國委員會時任主席黛比•沃瑟曼•舒爾茨(Debbie Wasserman Schultz)連同幾名資深員工宣布辭職。

In a separate cyber attack, the Democratic Congressional Campaign Committee was hacked, resulting in Democratic lawmakers' mobile phone numbers and other personal information being leaked to the public.

民主黨國會競選委員會(Democratic Congressional Campaign Committee)也受到網(wǎng)絡(luò)攻擊,導(dǎo)致民主黨議員手機(jī)號碼及其他個人信息被泄露給公眾。

In addition to blaming those two attacks on Russia, the US also said that some states had seen an increase in scanning and probing of their election related systems, suggesting that hackers may be trying to tamper with the actual US ballot machines.

除了將上述兩起攻擊歸咎于俄羅斯外,美國還表示國內(nèi)有些州已觀察到其選舉相關(guān)系統(tǒng)受到的掃描和探測在增加,表明黑客可能在試圖篡改美國的選票機(jī)。

The US said it was not currently “in a position to attribute this activity to the Russian government”. But it also noted that the hacking activity appeared to originate on servers located in Russia.

美國表示目前還不能“將這一行為歸咎于俄羅斯政府”,但它同時注意到這些黑客活動似乎起源于俄羅斯的服務(wù)器。

The US said that it would be “extremely difficult for someone, including a nation-state actor, to alter actual ballot counts or election results by cyber attack or intrusion”, citing the decentralised nature of the US election system and protections in place at the state and local level.

美國以其選舉制度的分散性以及國家及地方受到的保護(hù)為例,表示“對于個人,包括國家行為體來說,通過網(wǎng)絡(luò)攻擊或入侵來改變實際投票數(shù)或選舉結(jié)果都是極其困難的”。
