看新聞學英語：教育部嚴禁校園內(nèi)推介非法集資活動

China has launched a nationwide campaign to crack down on illegal fundraising activities in universities as students returned to campus to start a new school year.

隨著學生返校開始新的學年，我國在全國高校校園內(nèi)開展打擊非法集資活動的行動。

非法集資(illegal fundraising, illegally collect funds)是指違反國家金融管理法律規(guī)定，向社會公眾吸收資金(acquire funds from the public)的行為。早幾年，非法集資以實體投資為依托來吸納民間資金，如借種植、養(yǎng)殖、項目開發(fā)、莊園開發(fā)等名義非法集資。從2014年起，P2P借貸(peer-to-peer lending)成為非法集資重災區(qū)。P2P借貸指個體和個體之間無需通過任何金融機構(gòu)，而是通過互聯(lián)網(wǎng)平臺實現(xiàn)的直接借貸(direct lending)。

教育部辦公廳日前印發(fā)通知，要求各地各高校要在秋季開學一段時間內(nèi)，集中開展防范非法集資宣傳教育進校園活動，教育引導廣大師生樹立合理的理財觀念(develop rational concepts of financial management)，提高廣大師生對非法集資風險的防范意識(raise the faculty and student awareness of fundraising risks)。

"Any people or organizations are banned from promoting illegal fundraising activities in any form on campus," said the Ministry of Education in a circular.

教育部在通知中指出，嚴禁任何人、任何組織通過任何形式在校園內(nèi)推介非法集資活動。

通知還要求，高校要定期開展非法集資活動排查(regular checks on activities will be conducted to prevent illegal fundraisers)，密切關(guān)注非法集資入侵校園的形式，警惕通過校園課堂、傳單(flyers)、微信、微博等社交網(wǎng)絡(luò)(social media networks)、信息推送、熟人推薦等形式向?qū)W生散布相關(guān)信息(spread relative information)。

通知提出，各地各高校要在當?shù)卣I(lǐng)導下，積極配合做好教育領(lǐng)域防范和處置非法集資的風險排查、監(jiān)測預警(monitoring and warning)、案件查處、善后處置、維護穩(wěn)定(safeguard stability)等工作。
