CNN News: 美國(guó)稅改議案出爐 將大幅降低企業(yè)所得稅

First subject today is tax reform. Major changes to the U.S. tax code haven`t been made for more than 30 years. But that`s a priority for congressional Republicans and U.S. President Donald Trump.

今日頭條新聞，稅改。美國(guó)稅法30多年來都一直未作任何重大改變。但這將成為美國(guó)國(guó)會(huì)共和黨人士以及美國(guó)總統(tǒng)特朗普的首要任務(wù)。

And yesterday, Republicans in the House of Representatives unveiled their plan for doing it. It`s called the tax cuts and jobs act. It has some similarities to the proposal made by the Trump administration in late September and one of them is reducing the number of tax brackets based on Americans` income.

昨日，眾議院共和黨人士公布了稅改計(jì)劃，名為《減稅與工作議案》。該議案與特朗普政府在9月底制定的提議有很多相似之處，議案的內(nèi)容之一就是減少美國(guó)收入的納稅等級(jí)。

Currently, there are seven brackets. Under the House Republican plan, that number would be reduced to four. And generally speaking, it would reduce the income taxes that Americans pay to the federal government, unless they make more than $500,000 per year.

現(xiàn)在，共有七項(xiàng)納稅等級(jí)。而在眾議院的議案中，納稅等級(jí)將會(huì)被縮減至4條。通常而言，這將減少美國(guó)公民向聯(lián)邦政府繳納的費(fèi)用，因?yàn)槟晔杖朐?0萬美元以上才需要繳納費(fèi)用。

The plan contains several other provisions aimed at reducing Americans` taxes. As far as businesses go, the proposal would reduce the corporate tax rate, which is a tax on their profits. Currently, that rate is 35 percent. The House plan would reduce it to 20 percent.

眾議院的議案中還包含了其他幾項(xiàng)旨在減少美國(guó)公民稅收的條款。而對(duì)于企業(yè)而言，議案中的提議也會(huì)減少美國(guó)企業(yè)的所得稅?，F(xiàn)在企業(yè)所得稅是35%。眾議院計(jì)劃將其縮減至20%。

Critics say lower taxes would mean less revenue for the federal government, and therefore, a greater deficit. Supporters say lower taxes would increase economic growth, leading to more revenue and a smaller deficit. President Trump and some Republicans have said they like to have tax reform passed by Christmas, but it still has to clear hurdles in the House and Senate before it gets to the president`s desk.

批評(píng)人士表示，減稅將意味著聯(lián)邦政府的收入將會(huì)減少，也會(huì)導(dǎo)致赤字加劇。但是支持人士表示，減稅將會(huì)刺激經(jīng)濟(jì)增長(zhǎng)，增加收入，減少赤字。美國(guó)總統(tǒng)特朗普和一些共和黨人士表示，希望在圣誕之前通過議案，但是若想等到最后簽署，還需克服白宮和議會(huì)中的困難。

Some Republicans have expressed reservations about the plan, while some Democrats have said they want to kill it altogether.
